The City of St. Albans’ Public Works department has several responsibilities, which include: maintaining municipal infrastructure; providing garbage pickup services; collecting recyclables; managing stormwater runoff; enforcing city ordinances related to littering, illegal dumping, graffiti, and abandoned vehicles; administering programs that provide street sweeping service for commercial districts and parks.
The Public Works Department also provides solid waste management services including recycling opportunities at all residential collection sites through its city-wide recycling program.
Recycling
All recyclables should be deposited to the street curb on the same day as trash collection, which begins at 6:00 AM-2:00 PM. There is a one (1) limit recycling bin per household. These bins are to be used for recycling only.

- Aluminum & Bi-Metal Cans (Food, Coffee, Soda
- Newspaper, Books, Paper
- Broken Down Cardboard, clean and free of food scraps
- Appliances (requires special pickup request)
Yard Waste
Arrangements may be made with Public Works for the collection of yard clippings and brush by calling 304-722-4259. There may be a minimum charge of $25 for excessive amounts of brush.
Composting
The St. Albans Public Works Department offers free compost to City residents. The composting site is located at our Transfer Station on Route 35 across from the Coca-Cola Plant. City residents must come to the City Garage and get a permit for the compost, then haul it themselves. The Transfer Station is open 7 AM to 2 PM.
Streets & Sidewalks
The City of St. Albans offers a sidewalk replacement program for all city residents. It is the resident’s responsibility for maintaining their sidewalk in front of their house and/or business. Residents pay for the cost of materials for their sidewalk; labor is done by City of St. Albans Public Works employees, at no extra charge. All material purchases need to be paid for upfront before any work.
Trash Collections
Regular household garbage pick up is Monday through Thursday between the hours of 6 am and 2 pm.
Fridays are reserved for extra pick up of bulk trash, appliance, and furniture, not a second day for pick up of household trash.
When a holiday occurs during the week, all trash pick up days are offset or moved to the following day. There will be no extra Friday pick up during a holiday week. See Observed Holidays by the City of St. Albans
Set Out Times For Trash & Recycling Containers
All containers, bulky waste, recycling, etc. shall be set at the collection site before 6 am of the collection day or no earlier than dusk the day prior to pick up. All containers shall be removed from the collection site no later than 8 pm on the day of trash and recycling collection. (953.17)
Garbage & Refuse Ordinances
The purpose of this code is to control the disposal of waste, to limit unsightly, storage that blights neighborhoods, and prevent sources of habitation and food for wild animals, rodents, and other vermin that present a public health hazard. Enforcing authorities shall attempt to gain voluntary compliance with the requirements of this article, but will issue tickets when necessary to gain compliance (953.21)
Location of Trash, Yard Waste & Recycling Containers
Between days of the regular collection there should be a place provided to store refuse (including bulky waste) recyclables, and/or yard waste which shall be sheltered from street view. If refuse collection is in an alleyway, containers may stay in the alley as long as they do not impede pedestrian or vehicular traffic along the alley and/or public right-of-way. (953.16)
